Meeting of the Environmental Resources Advisory Board held on Wednesday, August 25, 1999 at 6:00 PM in the Town Hall Meeting Chambers

The meeting was attended by Town Manager Dunham and Deputy Town Clerk Herrmann and the following members: Bud Aaskov, Charlotte Carle, Jerry Goray, Jerry Lower, Don MaGruder and Barbara Souther.

  2. Jerry Lower advised that he would like the minutes amended to show that he was present at the meeting.

    The amended minutes were approved unanimously.

    Kim Beaumont arrived at the meeting.

  5. Town Manager Dunham showed the board members a coquina stone sign sample which is similar to substance used for Gulf Stream’s new entrance and street signs. He advised that he looked at the new signs in Gulf Stream and stated that he thought they were hard to see because they were so close to the ground. Jerry Goray stated that he felt the low height was functional in the evenings as headlights illuminated the street names.

    Town Manager Dunham showed samples of other signs made from a wood foam, which he explained could be made to look similar to coquina. He stated that the advantage of the wood foam on a sign such as a speed limit sign is that the numbers can be taken out and changed without having to replace the whole sign. He explained that the wood foam would be used for stop signs and speed limit signs as opposed to the entrance signs.

    Town Manager Dunham also showed samples of a marble sign which could be used, but which would be very expensive and much heavier.

    Also given as a sample was a poured concrete sign, which contained an etched sea turtle and "No parking on Old Ocean Blvd.", which was previously donated by Chris O’Hare, 22 Harbour Drive S. Barbara Souther stated that she would like to see that sign including the turtle on Old Ocean Blvd with teal writing or as the entrance sign with the coquina for Old Ocean Blvd.

    Mr. Goray stated that he had visited Urban Design Studios who compiled a package of designs which have been used in other communities. He advised that he also went to Bright Image who submitted three concepts for entrance signs. He distributed drawings of the three concepts and explained that the cost would be between $3,800 and $5,000 for the smaller concept C and between $6,000 and $8,000 for the larger concepts A and B. He advised that the landscaping would not be included in this cost, but the rough-in for the electric would be.

    Mrs. Beaumont advised that she would like landscaping around the entrance signs to which Mr. Lower explained that there is a solid circumference around the base of the monument signs so that the landscaping does not get too close and obscure it. Mrs. Beaumont suggested that the larger monument sign with landscaping be placed on the bridge entrances and the smaller one without landscaping be placed on the A1A entrances. She added that she would like the entrance signs to contain the sea turtle design from Mr. O’Hare’s sign.

    Mr. Lower advised that all signs (entrance, street and informational) could be designed with the same border even if they are made of different materials.

    Charlotte Carle advised that she felt the entrance signs in the three concepts resembled tombstones and that she preferred the current signs. Mrs. Souther stated that she felt Mrs. Carle would feel differently once she saw the new design with the sea turtle as she felt it would be more elegant.

    Mary Sparks arrived at the meeting at 6:45 PM.

    Mr. Lower stated that she would like to see the No Parking for Old Ocean Blvd signs designed just like the one donated by Mr. O’Hare and the rest of the signs in the coquina which would be colored to match. He suggested that the print on the signs be a green colored to match the new lighting on Ocean Ave. Mr. Goray added that the borders for all the signs should match so that there is symmetry throughout the town.

    Town Manager Dunham explained that the poles for mounting the signs could be made out of material similar to that of the sign, but with a concrete core. Chairman Aaskov stated that recycled plastic could also be used with the concrete core.

    Town Manager Dunham stated that he would get prices for the dune signs and stop signs to be made from the coquina wood foam without the sea turtle and recessed lettering. He advised that he felt if the poured concrete sign is lightened to match the coquina, the sea turtle design may not be as visible. Mr. Lower advised that even if the color is different, there may still be consistency between all the signs.

    Town Manager Dunham advised that he would investigate the best height for the signs along Old Ocean Blvd.

    Mr. Lower suggested that specifications be imposed so that all future signs in the town will be consistent with those being proposed.

    Mrs. Souther questioned if costs were received to replace the light fixtures on A1A to match those which will be on the new bridge to which Town Manager Dunham stated that each double post street lamp would be $3,000. Mrs. Souther questioned if they would be able to get a sample of the light fixture so they could have a color reference for the street signs they are discussing to which Town Manager Dunham stated that he would try to locate a sample.

    Mrs. Souther stated that she did not think the residents would mind a tax increase to cover the costs for these new street signs and monuments.

    Town Manager Dunham advised that he would meet with Mr. Goray and obtain sign samples for the next meeting. Mr. Goray stated that they would have to meet with Mr. O’Hare about his sign and making sea turtle medallions for the entrance monuments.

    Mr. Goray stated that the board had previously discussed a new median for Ocean Ave. Town Manager Dunham explained that the street would be narrower than they thought when having that discussion and only be two lanes. Mr. Goray stated that he felt a decorative roundabout at the intersection of A1A and Ocean Ave. would be a good idea to which Town Manager Dunham explained that it would involve an enormous change order for the bridge project to accommodate a roundabout. Mr. Goray suggested that pavers be installed in the intersection similar to the ones in Boynton Beach along US1.

    Mr. Goray mentioned that he did not like all the signs around town, which indicate that building permits have been approved at a residence. He stated that the board was trying to reduce the number of signs in town and these signs were creating more sign pollution. Town Manager Dunham explained that the signs were a response to an ordinance passed by the Town Commission which places a thirty-day limit on a resident’s right to object to an approved building permit. Chairman Aaskov stated that the board should not be involved in this and suggested that Mr. Goray write a letter or speak at a Town Commission meeting regarding this issue.
