Utilities Infrastructure Advisory Board Meeting for the Town of Ocean Ridge, Florida, held in the Town Hall on Wednesday, May 19, 1999 at 6:00 PM.

The meeting was attended by Town Manager Gregory Dunham, Deputy Town Clerk Lisa Herrmann and the following members: Vice Chairman Smith, Craig Baskin, Barry Essig, Sandy Foster, Michael Nevins and Peggy Smith.

  1. Approval of March 17, 1999 and May 5, 1999 Minutes
  2. Craig Baskin moved to approve the minutes from March 17, 1999 and May 5, 1999 as submitted, seconded by Barry Essig.

    Motion carried unanimously.

  3. Distribution of Research Materials Concerning Funding Sources for Various Projects

Town Manager Dunham stated that he would like to bring the board members up to date on various issues. He stated that at the previous meeting, they invited the residents to talk about the drainage problems they knew about in town. He advised that the staff was already aware of all the situations presented. He explained that this information would help when preparing a scope of work for contractors. He stated that the first step would be surveying the streets in town and identifying the inverts of the pipes at the outfalls. He advised that he was currently researching how to get financial assistance for this from the Army Corps of Engineers.

Peggy Smith advised that she has pictures of Inlet Cay and the drainage problems before any homes were built.

Town Manager Dunham explained that the Town Commission has already decided that this problem needs to be solved in the town. He stated that they needed to hire a company which would TV all of the lines in town so that they could see their conditions. He added that there is plenty of money available for the construction in regards to stormwater drainage, but not for the analysis beforehand.

Town Manager Dunham explained that he had received information from Clarke Environmental on the issue of mosquito control and that he would like to invite them to speak at a future meeting. Mr. Essig stated that the Sanctuary in Boca Raton (94 homes) has contracted with Complete Pest Control and has made a significant decrease to their no-see-ums by having certain areas fogged twice a week. He added that the cost is $3,000 per month with some residents purchasing additional treatments on their own.

Town Manager Dunham explained that he had lists of various funding sources for stormwater drainage, drinking water and sewage which included contact names and numbers. He distributed one to each board member so that they could investigate if it would be a viable source for the town. He suggested that some questions could be:

  • Is the Town required to match funds?
  • Is this a loan or grant?
  • When would the funds be available?
  • When are the deadlines?

He stated that having the board members do some of the legwork would decrease the burden on the staff. He explained that some of the sources may only be informational and not include any grant possibilities. It was the consensus of the board to discuss their findings, if applicable to the town, at the next meeting.

Town Manager Dunham explained that he would like to have a representative from FP&L at the next meeting to discuss underground utilities and someone to discuss no-see-ums.

Sandy Foster stated that at their first meeting, the board discussed that DOT would be ditching A1A and asked if their was any further information on the issue. Town Manager Dunham explained that he felt the ditching was part of their five year plan, but that they would have to buy rights-of-ways all along A1A to accomplish it.
