Special Meeting of the Town Commission of the Town of Ocean Ridge, Florida held on Friday, October 15, 1999 at 12:00 PM in the Town Hall Meeting Chambers.

The meeting was called to order by Mayor Aaskov and roll call was answered by the following:

                            Commissioner Bingham             Commissioner Kaleel

                            Commissioner Stamos              Mayor Aaskov

It was noted that Commissioner Bridges was absent with notice.

Resolution No. 99-25: Declaring a State of Emergency within the Town of Ocean Ridge, Florida

Comm Kaleel moved to approve Resolution No. 99-25, seconded by Comm Stamos.

There was no public comment.

Motion carried – yea 4.

Town Manager Dunham stated that the Hurricane center has advised that South Florida will receive 6" – 10" of rain within the next day although some areas may receive more and that there is currently a flood watch in effect. He added that 40 – 50 MPH winds are predicted with the possibility of tornadoes. He stated that the Hurricane Center has advised that the worst weather should be around 3 AM Saturday morning.

Town Manager Dunham stated that the Civil Engineer hired for the drainage study has been looking at the town earlier in the day and has advised that the drainage in place is working fine, but is impacted by the tides.

Comm Bingham questioned if there was any way to keep the low areas from flooding to which Town Manager Dunham explained that there was not adding that there would be no way to pump enough of the water to stay ahead of the tides.

Mayor Aaskov asked what the town’s responsibility for Tropical Drive flooding would be to which Town Manager Dunham explained that although the street is private, the water flows into the town’s drainage system. He stated that he was unsure what the town’s liability would be. Comm Kaleel stated that there would be no liability as it is an act of God and likened the situation to those who live along the Mississippi when it floods.
