Public Hearing and Special Town Commission Meeting of the Town of Ocean Ridge held on Monday, September 20, 2000 at 5:01 PM in the Town Hall Meeting Chambers.

The meeting was called to order by Mayor Aaskov and roll call was answered by the following:

It was noted for the record that Comm Bingham was absent with notice.

1. Fiscal Year 2000 – 2001 Budget

1. Consideration of adopted Tentative Budget and Proposed Millage Rate for Fiscal Year 2000-2001

Mayor Aaskov announced that the millage rate of $4.0000 will exceed the rolled back rate of $3.7296 by 7.25%.

Town Clerk Hancsak advised that the changed requested at the Sept. 11, 2000 meeting was completed regarding increasing the Town Manager’s salary to $68,000 and related costs, thereby increasing the Fund Balance Unappropriated to $303,410 and the expenditures to $2,919,615.

There were no members of the public and the Commissioners did not have any additional comments.

2. Adopt Final Millage Rate for Fiscal Year 2000-2001

Comm Bridges moved that a final millage rate of $4.0000 per $1,000 of assessed valuation be adopted for the 2000-2001 general operating revenues, and that a millage of $.4004 per $1,000 of assessed valuation be adopted for the 2000-2001 bond debt service for the General Obligation Water Improvement Bonds of 1991, seconded by Comm Kaleel.

There was no comment from the public or the Town Commission.

Motion carried – yea 4.

3. Resolution No. 2000-17; Making a Tax Levy Based on the 2000 Assessment Roll

Town Clerk Hancsak read Resolution No. 2000-17 by title and summarized same.

Comm Kaleel moved to approve Resolution No. 2000-17 making a tax levy based on the 2000 Assessment roll be adopted, seconded by Comm Willens.

Motion carried – yea 4.

4. Adopt a Final Budget for Fiscal Year 2000-2001

Comm Willens moved that the Ocean Ridge Budget for fiscal year 2000-2001 be finalized at $2,919,615 for operating expenses and $143,275 for the General Obligation Water Improvement Bonds of 1991 in the Debt Service Fund, seconded by Comm Bridges.

Motion carried – Yea 4.

5. Ordinance No. 529; Adopting an Annual Budget for the Year Beginning October 1, 2000 and Ending September 30, 2001; Providing for Repeal of Conflicting Ordinances; Providing for Severability; and Providing an Effective Date

Town Clerk Hancsak read Ordinance No. 529 by title and summarized its contents.

Comm Willens moved that Ordinance No. 529 appropriating funds for the Fiscal Year 2000-2001 be adopted, seconded by Comm Bridges.

There was no comment from the public or the Town Commission.

Motion carried – yea 4.

6. Resolution No. 2000-18; Updating Funds for the Capital Projects Fund for the Fiscal Year Beginning October 1, 2000 and Ending September 30, 2001.

Town Clerk Hancsak read Resolution No. 2000-18 by title and summarized its contents.

Comm Kaleel moved that Resolution No. 2000-18 reappropriating funds for the Capital Projects Fund for Fiscal Year 1999-2000 be adopted, seconded by Comm Bridges.

There was no comment from the public.
