SPECIAL MEETING HELD BY THE TOWN COMMISSION FOR THE TOWN OF OCEAN RIDGE, FLORIDA, IN THE TOWN HALL ON WEDNESDAY, MARCH 27, 2002, AT 8:00 A.M. The meeting was called to order and roll call was answered by the following: Commissioner Aaskov Commissioner Schulte Commissioner Bingham Commissioner Willens
ACTIONS AND REPORTS 1. Resignation of Town Manager Town Manager Dunham announced that he has accepted a position as Assistant Town Manager for Wellington and his last day would either be April 26th or May 6, 2002. He read his resignation letter, which has been made a part of these minutes. Mayor Kaleel complimented Town Manager on the positive ways the Town has changed since his employ and stated that he would miss his expertise and professionalism. The other Commissioners agreed and stated that he would be missed and wished him luck in his future endeavors. 2. Discuss Selection Procedures for Hiring of New Town Manager Mayor Kaleel mentioned to the newer Commissioners that when Town Manager Dunham was hired they utilized the service of the Range Rider Program, offered through the International City Managers Assoc., to work with staff and the Commission. This service provides assistance in finding new managers for cities and is free of charge. He felt it was very successful and suggested using them again. The Commission concurred. Town Clerk Hancsak distributed a copy of the advertisement used in 1998. The Commission concurred that the ad should remain the same with the exception of changing the salary section to read – salary commensurate with experience and with a cut off date of May 1, 2002. The Commission concurred that the advertisement would be placed in the FLC – Datagram, Florida City/County Manager’s Assoc. publication and the newspaper as was done in the past. Mayor Kaleel commented that he had spoken with Jamie Titcomb, Florida League of Cities, and several Mayors and Managers in the area and has already put the word out. He added that he felt the Town should lean towards hiring someone local that would be familiar with grants, code revisions, and environmental issues concerning this area. Comm Willens asked Town Manager Dunham what he felt the Town should review during the hiring process. Mr. Dunham stated that he agreed with Mayor Kaleel that hiring someone local would provide for less of an education process and felt there were highly qualified applicants in the area. He added that someone with coastal knowledge and/or from southeast Florida would also be helpful. He mentioned that the coastal managers have been meeting monthly to network and discuss various related issues and would hope that the new manager would continue to do so. Mr. Dunham also stated that a Florida applicant would also be familiar with Sunshine Law issues. Mayor Kaleel commented that although this was not a good time for a Town Manager to leave the Town he expressed his faith in the Town’s staff and law firm. Mayor Kaleel suggested that this item and the Interim Town Manager appointment be discussed more thoroughly on the April 1st agenda. Town Manager Dunham stated that he would investigate the list of MIT’s (Managers in Transition) and report back to the Commission. Town Clerk Hancsak commented that the process could possibly only take two months if the interviews and hiring were done in May and the new manager gave a month’s notice through June. The Commission agreed but also stated that they did not want to hire a manager in haste. ADJOURNMENT The meeting was adjourned at approximately 8:30 A.M. |
