I am providing you with brief updates on some of the Town’s continuing projects and events.

Stormwater Drainage Project - South Phase – On April 18, 2005 Chaz Equipment Company, Inc. (Chaz) was given the notice to proceed to start work on the South Phase of the stormwater drainage project.  The contractor (Chaz) has started the excavation in the road on Tropical Drive Drive for the installation of the Tropical Drive pump station.  Tropical Drive will be closed to through traffic for approximately ninety (90) days.  In February they will be installing the forms for pouring the concrete for the wet well of the pump station.  The electrical contractor has started the preliminary work for the installation and wiring of the pumps, generator, transfer switch and control panel for the Woolbright Road pump station.  The contractor will also be starting to install the 5 electric pumps in the pump station for the detention area.  In the middle of February Florida Power and Light (FPL) will be installing a new pole and electric service on the northwest corner of Woolbright Road and A-1-A for the power to the pump station.  The contractor is approximately 80% complete with the final grading of the detention area floor and the west berm has been completed and stabilized.  The contractor is in the process of pouring concrete aprons around the drainage structures along A-1-A.  The contractor is continuing with dewater discharge monitoring for the detention area and submitting daily test reports.  The engineer’s survey crew has started to collect as built data for the project.  The contractor is now supposed to be substantially complete with the project in three hundred eighty one (381) days from the notice to proceed date which would make the date for substantial completion as May 3, 2006.

 

Coconut Lane Drainage Improvements – On January 9, 2006 the Town Commission approved an amount not to exceed of $275,000 for the Coconut Lane drainage improvements.  This cost will cover the improvements in the alley, in the road and the administrative costs.  Chaz Equipment Company, Inc. will be contracted to perform these improvements by the execution of a change order to the South Phase contract.  The costs for these improvements will be funded by increasing the Town’s State Revolving Fund Loan with the FDEP.  Chaz is planning to start the road improvements in the next week and the effected residents will be notified.

 

State Revolving Fund Loan – On January 16, 2006 a disbursement for construction for the South Phase of the stormwater drainage improvements was received from the Florida Department of Environmental Protection (FDEP).  This disbursement was for construction services of $679,316, mechanical equipment of $315,735 and technical services during construction of $23,826 for a total disbursement in the amount of $1,018,877.  The FDEP approved the executed change order to the South Phase contract for additional projects costs due to the Ixora Way power pole conflict, additional survey costs and additional costs for clearing.  The contract amount was increased by this change order in the amount of $38,168.00.  The new contract amount including this change is $4,132,846.75.  On January 11, 2006 the Town made the first payment of $208,841 to FDEP for repayment of the State Revolving Fund Loan.  Payments will be made semiannually on January 15th and July 15th of each year until all amounts due under the loan have been paid. 

 

Hurricane Funding – The Town received back an executed disaster funding agreement for Hurricane Wilma with the State of Florida Department of Community Affairs (DCA).  According to the agreements the DCA shall provide funding to the Town of Ocean Ridge for eligible emergency assistance activities for the projects approved by the DCA and the Federal Emergency Management Agency (FEMA) specifically described in the submitted Project Worksheets.  The approved project worksheets will document the total eligible costs for funding we will receive.  The Town and FEMA have completed two project worksheets for emergency protective measures.  Emergency protective measures includes the costs for the following items: overtime for on duty personnel, vehicle usage, emergency generator operation,  chainsaw usage, pump usage and emergency materials.  The amount of the first worksheet is $36,602.07 and the second is $56,427.80 for a total amount for protective measures of $93,029.87.

Natural gas line - As reported to the Town Commission via memo on January 31, 2006, Florida Public Utilities has completed the engineering study of the Town’s Right of Way and has reported that they (FPU) could install a 4” pipe line thru the (3miles) of the Town along A1A for a cost of $286,660.  The last two years of hurricanes have had an increased interest in the installation of a Natural gas line.  However, there are no funds appropriated in this year’s budget for these improvements.
