Re:                Town Update – June 2006

I am providing you with brief updates on some of the Town’s continuing projects and events. 

Stormwater Drainage Project - South Phase – On April 18, 2005 Chaz Equipment Company, Inc. (Chaz) was given the notice to proceed to start work on the South Phase of the stormwater drainage project.  The contractor (Chaz) has completed the construction of the Tropical Drive pump station. The Tropical Drive road is now open to through traffic.  They have completed the installation of the new 6” water line on Tropical Drive that goes from the middle of the block west to North Ocean Blvd. (A-1-A).  Pressure testing and bacteriological testing have been completed on the new water line.  The engineers have applied for certification of the water line and when the clearance from the Health Department is received it will be activated.  The contractor has completed the installation of the road base material and grading on Tropical Drive.  They have installed all the sod at the Woolbright detention area and adjacent to the pump station.  They have also reconstructed the berm in the northwest corner of the detention area with erosion fabric and the swale, driveway culvert and stabilized road to the pump station have been completed.  In the next few weeks they will be paving Tropical Drive with the first lift of asphalt and installing the five (5) pumps for the pump station.  In the next few weeks, the contractor will be also be addressing the punch list of outstanding issues in the right-of-way along State Road A-1-A.   This list was generated during the walk through inspection on February 23, 2006 conducted by the Florida Department of Transportation (FDOT) concerning the FDOT utility permit for the installation of the drainage piping in the right-of-way along State Road A-1-A.  The electrician has completed all of the wiring of the Woolbright pump station.  Florida Power and Light (FPL) has installed the electric meter and turned the power on for this pump station.  The contractor is scheduled to conduct a start up of the Woolbright pump station on June 7, 2006.  In the next week the electrician will start the electrical work on the Tropical Drive pump station.  The engineer’s survey crew is continuing to collect as built data for the project.  The contractor was scheduled to be substantially complete with the project in three hundred eighty one (381) days from the notice to proceed date which would have made the date for substantial completion as May 3, 2006.

 

Coconut Lane Drainage Improvements – On January 9, 2006 the Town Commission approved an amount not to exceed of $275,000 for the Coconut Lane drainage improvements.  This cost will cover the improvements in the alley, in the road and the administrative costs.  Chaz Equipment Company, Inc. has completed the improvements in the road which included regrading the swales in the road right-of-way, uncovering of the old curbs and gutters and installed new curbs and gutters in the needed areas.  The contractor will soon be starting the improvements in the alley and have provided the Town with a final cost estimate of $170,365 for this work.  The improvements in the alley consist of removing obstructions, filling, regrading, soding and piping of the alley.  The costs for these improvements will be funded by the increase in the Town’s State Revolving Fund Loan with the Florida Department of Environmental Protection (FDEP).

 

Woolbright Detention Area Landscaping – On May 17, 2006 the Town advertised for bids for the installation of the landscaping, irrigation and fencing for the Ocean Ridge Detention Area located at the northwest corner of Woolbright Road and North Ocean Boulevard (A-1-A).  The property is approximately 2.5 acres and is part of the Town’s new stormwater drainage improvement project for the south end of the Town.  The property has a pump station to collect and store stormwater to the site during storm events.  The purpose of this landscape project is to enhance and beautify the property after all of the improvements have been installed.  On May 30, 2006 at 10:00 a.m. a mandatory pre-bid meeting for the bidders was held at the Ocean Ridge Town Hall to provide information and answer questions pertaining to the bid.  The bids will be received by the Town until no later than 2:00 p.m., on June 13, 2006.  All bids will be opened in the Town Hall Chambers at 2:00 p.m. on June 13, 2006.  The Town is tentatively scheduling the award of the bid at the July 2006 regular meeting of the Town Commission.

 

State Revolving Fund Loan – The Town Commission requested the staff pursue additional funding for the stormwater drainage improvement projects.  At the April 12, 2006 FDEP hearing an increase in funding to the Town’s State Revolving Fund Loan was approved for $900,343.  This increase is for the additional construction and mechanical costs for the South Phase project, the Adams Road and David Lane improvements, the Coconut Lane improvements, and additional technical services. On June 1, 2006 the Town received an amendment from the FDEP to the Town’s State Revolving Fund loan agreement.  According to the loan agreement amendment the Town will be able to receive an additional $900,343 for construction related costs for the stormwater drainage projects.  The interest rate for these additional funds will be at 2.65 percent and will not change for the duration of the loan.  The interest rate for the pre-construction loan is at 3.11 percent, the original construction loan is at 2.86 percent, and the first additional funding is at 2.70 percent.  The new total disbursable amount for the loan now will be increased to $7,006,817.  The term of the loan is for 20-years with semi-annual payments.  The yearly payment amount of the loan will be $473,600 made in two (2) payments of $236,800 every (6) months.  The next payment of the loan will be on July 15, 2006.  At the June Town Commission meeting the Town will be approving the amendment.  If, upon completion of the stormwater drainage improvements, the Town does not require use of the full loan amount an amendment will be made to the loan agreement to decrease the principle of the loan which in turn would decrease the loan payment amount.  As of this date the Town has received $5,615,085 from disbursements from the loan.

 

Hurricane Funding – In May 2006 the Town received a check in the amount of $33,502.42 from the Florida Department of Transportation (FDOT) to reimburse for debris removal costs on FDOT roads for Hurricane Frances and Jeanne.  The total amount that the Town received from FEMA for Hurricane Frances and Jeanne was $248,180.68.  The total amount that the Town received from FEMA for Hurricane Wilma was $204,530.20.  Therefore, the grand total that the Town has received in reimbursements for the three Hurricanes was $486,213.30.
