I am providing you with brief updates on some of the Town’s continuing projects and events. Special attention should be given to the Tropical Drive easements update. Stormwater Drainage Project – Hudson Avenue Phase – This is a progress report of the Hudson Avenue roadway and drainage improvements. The Contractor (Chaz Equipment Company) has completed the first lift of paving on the roadway and the repair to the sidewalk on A-1-A. The Contractor is in the process of repairing all of the concrete and paver brick driveways, fixing the irrigation systems and finishing the grading of the swales. In the next few weeks, the sod in the right-of-way will be replanted and the driveways will be completed. The Staff feels that the Contractor is performing an excellent job and the work is ahead of schedule. Stormwater Drainage Project - South Phase – On July 19, 2004 the Town issued the notice to proceed to F. P. I., Inc. of Pompano Beach for the mechanical equipment for the South Phase of the stormwater drainage improvement project. This mechanical equipment includes the pumps, generators, and controls for the pump stations for Tropical Drive and for the detention area on the corner of Woolbright Road and North Ocean Blvd. A pre-construction meeting will be scheduled between the Staff and Contractor to discuss the project. On June 24, 2004 the Town sent a letter to the Florida Department of Transportation (FDOT) requesting an extension of the FDOT permit for the construction of the stormwater drainage improvements located in their right-of-way. On June 28, 2004 the Town received a letter from FDOT extending the permit for 180 days from the date of the letter, subject to the terms and conditions of the original permit. The Town is hopefully going to advertise for bids for construction of the South Phase in September/October 2004.
Stormwater Drainage Project – Generator Pad – The Town still needs final location to install the backup emergency generator for the Tropical Drive pump station. As a solution to this problem; the Town Engineers are in the process of applying for a Florida Department of Transportation (FDOT) permit for the placement of the backup emergency generator for the pump station in the FDOT right-of-way on A-1-A near Tropical Drive. There is also a possibility of utilizing a portable generator instead of a permanent one.
Tropical Drive Easements – The Staff, Town Engineer and Attorney are still pursuing the execution of the easement documents for Tropical Drive which were distributed some months ago to all of the property owners on the street. These easements are necessary for the construction of the South Phase of the stormwater drainage it will allow the Town to have legal access for the construction of the drainage system, pumps, water line and roadway. As of this date only seven (7) of the fifteen (15) easements documents sent out have been executed and received back. It is imperative that the remainder of the property owners sign the easements quickly in order to not delay the project any longer. If all the documents are not executed the Town Commission may have to take some kind of action.
State Revolving Fund Loan – The loan is in place and the funds are available to be drawn for the South Phase and Hudson Avenue Phase of the project. On July 27, 2004 the second disbursement request was submitted to the Florida Department of Environmental Protection (FDEP) for the Hudson Avenue Phase of the stormwater drainage project. The request was for construction services of $266,812.00 and technical services during construction of $10,149.00 for a total disbursement in the amount of $276,961.00. The Town should being receiving these funds in the beginning of August.
Storm Drainage Cleaning – Rockline Vac Systems, Inc. has completed the cleaning of the Town’s drainage pipes in the south end of Town from Douglas Drive north to Adams Road. Rockline will be starting cleaning the drainage pipes on Harbour Drive North and South, River Drive, Spanish River Drive, Inlet Cay Drive, Eleuthera Drive, Bimini Cove Drive, Hibiscus Way and Ixora Way. This is part of the continual maintenance of the Town’s drainage system. This work should be completed by the end of August.
Lake Worth Lagoon Grants – Quarterly reports for the two (2) Lake Worth Lagoon Grants for the period of April 1, 2004 to June 30, 2004 were submitted to the Palm Beach County Department of Environmental Resources Management. These reports are part of the requirements of the two (2) Grants and the Town must submit them on a quarterly basis.
Fire Hydrants – The Town received reimbursement in the amount of $4,991.00 from the vehicle’s owner insurance for the replacement of the fire hydrant which had been struck in front of the Pelican Cove Development.
Public Lands Grant Program – On July 13, 2004 the Palm Beach County Board of County Commissioners approved the award for the Town’s application for the Public Lands Grant Program for Invasive Non-Native Vegetation Removal. The application is for funding assistance to remove two (2) large Brazilian Pepper trees on Town property located on the northwest corner of Inlet Cay Drive and River Drive. The estimated cost for the removal of the trees is $2,500.00 and the grant will provide the Town with 50% of the total cost. The Town must sign a grant agreement with Palm Beach County Department of Environmental Resources Management prior to removing the trees.
New Town Code Books – We have received and distributed the majority of the Town’s new code books from Municipal Code Corporation (MCC) to the Commission and board members.
Budget – The proposed 2004/2005 budget was distributed to the Town Commission and a special budget meeting was held on July 27, 2004 at 8:00 am.
