Re:                Town Update – August 2006

I am providing you with brief updates on some of the Town’s continuing projects and events. 

Stormwater Drainage Project - South Phase – On April 18, 2005 Chaz Equipment Company, Inc. (Chaz) was given the notice to proceed to start work on the South Phase of the stormwater drainage project.  They have completed working on the restoration of the driveway connections for the residents along Tropical Drive.  They have adjusted the new valve boxes and manhole covers to grade on Tropical Drive in preparation of the final lift of asphalt.  They have completed the installation of the new 6” water line on Tropical Drive that goes from the middle of the block west to North Ocean Blvd. (A-1-A).  The engineers have received certification and clearance for the water line from the Health Department for it to be activated.  The new water services have been tied into the new 6” water line and the old 2” and 3” water lines have been abandoned.  The FDOT did a final inspection and acceptance for the permit for water main connection in the FDOT right-of-way at intersection of Tropical Drive and State Road A-1-A.  Florida Power and Light (FPL) has completed the installation of the electric pole on A-1-A in front of Turtle Beach to provide power to the pump station.  Chaz will also be addressing the punch list of outstanding issues in the right-of-way along State Road A-1-A.  On July 20, 2006 a formal start up of the Woolbright Road pump station was conducted and it was put into operation.  The pumps and emergency generator will automatically start when they are required.  A punch list of items that remain to be completed or require further attention was created.  The contractor will be regrading the high and low spots in the detention area when the standing water dries up.  The engineer’s survey crew is continuing to collect as built data for the project.  The contractor was scheduled to be substantially complete with the project in three hundred eighty one (381) days from the notice to proceed date which would have made the date for substantial completion as May 3, 2006.

 

Coconut Lane Drainage Improvements – Chaz Equipment Company, Inc. had  completed some months ago the improvements in the road which included regrading the swales in the road right-of-way, uncovering of the old curbs and gutters and installed new curbs and gutters in the needed areas.  The contractor provided the   Town with a final cost estimate of $170,365 for the improvements in the alley.  The contractor has started and completed the improvements in the alley which consisted of removing obstructions, filling, regrading, soding and piping of the alley.  The residents on the south side of Coconut Lane were required to sign hold harmless agreements for the installation of the improvements in their backyards.  The costs for these improvements are being funded by the Town’s State Revolving Fund Loan with the Florida Department of Environmental Protection (FDEP). 

 

FEMA Training – FEMA requires that Town personnel take their classes regarding emergency management during disasters. These courses are required to obtain FEMA funding. I will begin taking the courses online. As a reminder the Commissioners are also required to take the courses. When you are ready let me know and I’ll get you the information you need.

 

Woolbright Detention Area Landscaping – At the July 2006 regular meeting of the Town Commission the bid was awarded to Mark Tomberg Irrigation and Landscaping, Inc. (Tomberg) of Jupiter, Florida for the installation of the landscaping, irrigation and fencing for the Woolbright Road detention area in the amount of $179,702.57 from the Capital Projects Fund.  The purpose of this landscape project is to enhance and beautify the property after all of the drainage improvements have been installed.  On July 28, 2006 the Town entered into a contract with Tomberg for the installation of the landscaping, irrigation and fencing.  Tomberg provided the Town with an assignment of a certificate of deposit to meet the bonding requirements for the bid.  On August 10, 2006 the Town issued Tomberg a notice to proceed to start work for the project.  The contractor is required to complete all the specified work within sixty (60) days from the date of the notice to proceed.  The Town provided Tomberg with a check in the amount of $44,925.64 according to the contract upon the issuance of the notice to proceed the contractor will be paid twenty five (25) percent of the bid amount.  The Town was awarded a Keep Palm Beach Beautiful, Inc. grant for $10,000 in additional trees for the detention area.  During last week Villa and Son Landscaping installed approximately 32 trees in the detention area as part of the grant that the Town was awarded.

Woolbright Road Pump Station Fence – A question was raised at the July Town Commission Meeting by a resident as to the legality of the chain link fence around the control panel and generator at the Woolbright Road detention area.  The Town Attorney researched the question and concluded that the fence doesn’t violate the Town Code.  Attached is a copy of the Town Attorney’s determination letter.

 

Temporary Relocation – At the July 25, 2006 Budget Meeting the approval was given for the staff to start preparations for the construction of the new Town Municipal Building.  The first step would include the temporary relocation of the Town Hall and Police Department for the duration of the construction of the new building.  The relocation would be in two (2) portable buildings located on the north side of the garage.  The Town Hall would be housed in a 60 foot x 24 foot unit and the Police Department in a 72 foot x 24 foot unit.  The second step would include the demolition of the existing Town Hall and Police Department buildings.  All the trees and vegetation on the north side of the existing Town Hall building have been removed for the installation of a temporary road and parking lot for the portable buildings. 

 

Midlane Road Paving – At the July Town Commission Meeting the Commissioners requested the Town Engineers explain why the repaving of Midlane Road was not included in the stormwater drainage project.  The Town Engineer explains that historically road resurfacing is a public works element of maintenance within the Town’s General Fund.  For the drainage project, road repairs and replacements are in accordance of applicable standards and codes.  Where the drainage pipe runs parallel to the roadway; road reconstruction was performed.   This included Ixora Way and the western portion of Tropical Drive.  Where the drainage pipe crosses the roadway; road replacement at each crossing was performed.  This included State Road A-1-A and Midlane Road.  At the July Town Commission Meeting a contract was approved with Ranger Construction for the repaving of Midlane Road, Hibiscus Way and Ridge Blvd.  This work is part of the Town’s road repaving program which is part of public works in the Town’s General Fund.  Ranger Construction should be doing the road repaving sometime during October.

 

Tropical Drive Pumping – The permanent pumps have not yet installed in the Tropical Drive pump station due to the problem of locating the control panel, so a temporary pumping system was required.  The Town’s 6” portable pump has been set up on Tropical Drive to pump the water out of the wet well into the 48” force main that goes to the Woolbright Road detention area.  This setup has eliminated the need to have a pump discharge hose run down the length of Tropical Drive to pump the water over the dune onto the beach.  It has been observed that the wet well continually fills with water from infiltration of water from the drainage pipes to the north.  Rock Line Vac Systems is investigating the problem. They will clean the drainage pipes to the north of Tropical Drive, locate the infiltration and correct the problem. They located and repaired leaks in a manhole in the road at the end of Hersey Drive.  This repair did not correct the problem.  They also located a buried manhole which has leaks behind a residence on the north side of Hersey Drive.  Rock Line is scheduled to come out again to repair the buried man hole and to continue to investigate to find the problem.
