I am providing you with brief updates on some of the Towns continuing projects and events. Special attention should be given to the Tropical Drive easements as addressed in a line item on the agenda. Hurricane Damage The Town sustained considerable damage from the Hurricanes most of the damage was done by Hurricane Frances with only a small amount from Hurricane Jeanne. The Town did an initial damage assessment after Hurricane Frances and there was an approximately $217,350.00 in damage to public property and $245,800.00 in damage to single and multi family housing. These amounts are only initial estimates for damage assessment purposes and are not all-inclusive. The damage to the municipal buildings included the loss of the 100 foot radio antenna Tower at the Police Department, roof damage and interior water damage, and damage to the front and rear entrance doors. The other public damage included damage to the majority of the seven (7) Town owned beach access crossovers, erosion of sand on the beaches, damage to street signs, and damage to landscaped areas throughout Town but especially on Woolbright Road and Ocean Avenue. After Hurricane Frances there were approximately nineteen (19) downed trees that blocked roads throughout the Town. Island Drive Seawall The seawall adjacent to 132 and 133 Island Drive collapsed and washed out during Hurricane Frances. This washout caused the dirt to erode in the right-of-way up to the roadway and a Florida Power and Light (FP&L) ground transformer to fall into the water. This FP&L transformer provides power to most of the houses on this street. The Town has performed a temporary emergency repair to protect the road and the FP&L transformer. The repair consisted of bringing in dirt, installation of a cloth fabric to prevent erosion and the installation of several hundred bags of concrete along the edge of the water. This seawall is owned by the adjacent property owners and is not the responsibility of the Town to replace. The Town has sent a letter to the property owners notifying them that must repair the seawall. Stormwater Drainage Project Hudson Avenue Phase This is a progress report of the Hudson Avenue roadway and drainage improvements. The Contractor (Chaz Equipment Company) has completed all of the paving, repair of driveways and the replanting of the sod in the right-of-way. The Contractor is in the process of completing the punch list of outstanding items in order to finish the project. When the work is completed to the Towns satisfaction, the Town Engineer will issue a certification of completion. The Contractor will then receive the final payment of the 10% retainage.
Stormwater Drainage Project - South Phase On September 10, 2004 the Town sent a letter to the Florida Department of Transportation (FDOT) requesting an extension of the FDOT permit for the connection to the existing water main at A-1-A and Tropical Drive which is located in their right-of-way. On September 20, 2004 the Town received a letter from FDOT extending the permit for 180 days from the date of the letter, subject to the terms and conditions of the original permit. The Town Engineers are in the process of completing the bid documents for the advertising for the construction of the South Phase of the stormwater drainage project. The Town is scheduled to advertise for bids on October 17 and 24, 2004 in the newspapers. The deadline for receiving and opening the bids is proposed to be on November 24, 2004.
Stormwater Drainage Project Generator Pad The Town applied for and received approval for a Florida Department of Transportation (FDOT) permit for the placement of the backup emergency generator for the pump station in the FDOT right-of-way on A-1-A near Tropical Drive. The Town had previously received a permit from the FDOT for the placement of the pump station controls in the FDOT right-of-way on A-1-A near Tropical Drive. This had been an outstanding item that needed to be approved before the Town would be able to advertise for bids for the South Phase of the project.
Adams Road and David Lane Improvements On August 2, 2004 the Town Commission approved a change order to the contract with Chaz Equipment Company, Inc. (Chaz) to add the construction of the Adams Road and David Lane roadway and drainage improvements. By doing this change order to the contract with Chaz the Town is able to save time, the cost of advertising for bids, mobilization costs, and the ability of utilizing the same unit pricing as in the original contract. The Town has also been very satisfied with the work that Chaz has performed on the original contract for the Hudson Avenue phase of the project. The approved amount of the change order was $199,540.00 for the construction of the improvements. On September 21, 2004 the Staff, Town Engineer, and Chaz had a pre-construction meeting to discuss the project. The Town will be issuing Chaz a notice to proceed with the construction sometime in late October 2004. Tropical Drive Easements The Staff, Town Engineer and Attorney are still pursuing the execution of the easement documents for Tropical Drive this item is being addressed in the agenda.
State Revolving Fund Loan The loan is in place and the funds are available to be drawn for the South Phase and Hudson Avenue Phase of the project. On September 15, 2004 a third disbursement check in the amount of $72,061.00 was received from the Florida Department of Environmental Protection (FDEP). A fourth disbursement request will be submitted to the FDEP in the beginning of October for the Hudson Avenue Phase of the stormwater drainage project. The first disbursement request will also be submitted to the FDEP in the beginning of October for the Mechanical Equipment for the South Phase of the stormwater drainage project.
Storm Drainage Cleaning Rockline Vac Systems, Inc. has completed the cleaning of the two (2) drainage pipes on Coconut Lane. Rockline also cleaned a 6 PVC drainage pipe on the east end of Adams Road that became plugged with sand during Hurricane Frances. This pipe is one of the drainage pipes that will be replaced when the Adams Road and David Lane Improvements are constructed.
Public Lands Grant Program On September 15, 2004 the Town signed the grant agreement from Palm Beach County for the Public Lands Grant Program for Invasive Non-Native Vegetation Removal. The agreement is for funding assistance to remove two (2) large Brazilian Pepper trees on Town property located on the northwest corner of Inlet Cay Drive and River Drive. The agreement was sent to Palm Beach County Department of Environmental Resources Management for their signature. It is expected that the executed agreement will be received back within the next couple of weeks and the Towns Contractor will remove the trees soon after.
