I am providing you with brief updates on some of the Town’s continuing projects and events. Stormwater Drainage Project - South Phase – On April 18, 2005 Chaz Equipment Company, Inc. (Chaz) was given the notice to proceed to start work on the South Phase of the stormwater drainage project. The contractor (Chaz) has completed the installation of the 48” force main pipe that runs along A-1-A from Tropical Drive to Woolbright Road. The contractor still needs to connect the force main from the east side of Woolbright Road and A-1-A to the detention area on the west side of the road. They have removed the existing concrete drainage headwall on the south side of the detention area and have installed a catch basin in its place. They have completed the first lift of asphalt on Ixora Way and installed the sod along the road. 85% of the drainage structures north of Woolbright Road have been installed. The pump tubes and ladders have been installed in the pump station for the detention area. The contractor is continuing with dewater discharge monitoring for the detention area and submitting daily test reports. The engineer’s survey crew has started to collect as built data for the project. The contractor requested and was approved for a change order to the contract for $38,168.00 for the extra costs incurred due to the delay of the removal of the power pole. The contractor was originally supposed to be substantially complete with the project in two hundred forty eighty (248) days from the notice to proceed date.
The contractor has closed A-1-A (North Ocean Blvd.) to thru traffic from Woolbright Road to Ocean Avenue for the five (5) day period from Monday, November 7, 2005 to Friday, November 11, 2005. Traffic will be detoured around this area via Woolbright Road to Federal Highway to Ocean Avenue. Local traffic only will be maintained on A-1-A from Ocean Avenue to Woolbright Road. Detour signs are posted to direct traffic. The road closure is due to three (3) drainage culvert pipes installed across A-1-A in the area between Woolbright Road and Adams Road. This road closure was approved by the Florida Department of Transportation (FDOT) and Palm Beach County. A notification was made to the residents to advise them when the work was scheduled by a Reverse 911 phone call notification, posted on the Town web site and on the information phone line 561-738-ORFL (561-738-6735). State Revolving Fund Loan – On October 11, 2005 a disbursement request for construction for the South Phase of the stormwater drainage improvements was submitted to the Florida Department of Environmental Protection (FDEP). This disbursement was for construction services of $462,960 and technical services during construction of $37,341 for a total disbursement in the amount of $500,301. On October 20, 2005 another disbursement request for construction for the South Phase of the stormwater drainage improvements was submitted to the FDEP. This disbursement was for construction services of $471,819 for a total disbursement in the amount of $471,819. On November 4, 2005 a combined disbursement check in the amount of $972,120 was received from the FDEP. This disbursement was for construction services of $934,779 and technical services during construction of $37,341 for a total disbursement in the amount of $972,120.
Stormwater Drainage Pipe Cleaning – The Town’s contractor Rockline Vac Systems, Inc. almost completed the cleaning of the stormwater drainage pipes in the north end of Town. Due to the debris from Hurricane Wilma they have now started to clean the stormwater drainage pipes in the south end of Town. They are cleaning the drainage pipes and catch basins from Hudson Avenue all the way south to Douglas Drive. The work should be completed in the end of November.
Hurricane Funding – In October 2005 the Town received checks in the amount of $53,655.89 from the Federal Emergency Management Agency (FEMA) for disaster relief funding as part of the public assistance program. These funds were to reimburse the Town for debris removal in the amount of $4,292.31 for Hurricane Frances. These funds were also to reimburse the Town for debris removal in the amount of $15,557.50 and for damage to the beach crossovers in the amount of $33,806.08 for Hurricane Jeanne. The total amount so far that the Town has received from FEMA for last year’s hurricanes is $248,180.68.
