Memorandum Date: November 2, 2006 From: Kenneth Schenck, Town Manager Re: Town Update – November 2006 _________________________________________________________________________________
I am providing you with brief updates on some of the Town’s continuing projects and events. Stormwater Drainage Project - South Phase – On April 18, 2005 Chaz Equipment Company, Inc. (Chaz) was given the notice to proceed to start work on the South Phase of the stormwater drainage project. Chaz is scheduling the paving of the west side of Tropical Drive with the final lift of asphalt. The punch list of items for the project that remain to be completed or require further attention has been updated. The Town Engineer has issued Chaz with a letter of substantial completion for the project. The remaining items to complete include the installation of the pumps and control panels for the Tropical Drive pump station. The contractor will be regrading the high and low spots in the detention area when the standing water dries up. The engineer’s survey crew is continuing to collect as built data for the project. The contractor was scheduled to be substantially complete with the project in three hundred eighty one (381) days from the notice to proceed date which would have made the date for substantial completion as May 3, 2006. Once the Town signs the agreements with FDOT and the property owners we can complete the project.
Woolbright Detention Area Landscaping – At the July 2006 regular meeting of the Town Commission the bid was awarded to Mark Tomberg Irrigation and Landscaping, Inc. (Tomberg) of Jupiter, Florida for the installation of the landscaping, irrigation and fencing for the Woolbright Road detention area in the amount of $179,702.57 from the Capital Projects Fund. On August 10, 2006 the Town issued Tomberg a notice to proceed to start work for the project. The contractor is required to complete all the specified work within sixty (60) days from the date of the notice to proceed. Tomberg has completed the installation of the plants and the irrigation system that are part of the landscaping plans. They are in the process of installing the mulch and doing the final cleanup work on the site. The fence contractor has also completed the installation of the post and rail fence that goes around the perimeter of the detention area. Grant Funds – On October 2, 2006 the Town received the payment of $60,000 from the Florida Department of Environmental Protection (FDEP) for the Town’s Federal 319 Grant for the South Phase of the drainage project. The total amount for the Federal 319 Grant is $330,000 so the balance to receive for this grant is now $100,000. Also on October 2, 2006 the Town received the total payment of $235,830 from the Florida Department of Transportation (FDOT) for the Joint Participation Agreement for the South Phase of the drainage project. On October 18, 2006 the Town received the final payment of $20,000 from Palm Beach County for the Town’s Lake Worth Lagoon Grant #2 for the South Phase of the drainage project. The total amount received for the Lake Worth Lagoon Grant #2 was $400,000.
Temporary Relocation – At the July 25, 2006 Budget Meeting the approval was given for the staff to start preparations for the construction of the new Town Municipal Building. The first step would include the temporary relocation of the Town Hall and Police Department for the duration of the construction of the new building. Two (2) portable buildings have been ordered and should be delivered at the end November. The Town Hall will be housed in a 60 foot x 24 foot unit and the Police Department in a 72 foot x 24 foot unit. The portable buildings will be located and installed on the north side of the garage. The original plan was to install a temporary road along the north property line to provide access to the portable buildings. It has now been decided not to install the temporary road to save money and to instead have the vehicular traffic access to the portable buildings from the west side of the garage. Next week the old wooden storage shed on the north side of the garage will be demolished and removed in order to facilitate the installation of the portable buildings. A 10’ x 25’ storage container was rented and put on the west side of garage to store the material and equipment that was is in the shed. In the next week new piping for the water, electric, telephone and cable TV utility services will installed from east side of the property to where the portable buildings will be located. The temporary relocation should be completed by the end of January. The next step will be the demolition of the existing Town Hall and advertisement for construction bids. We are still working with the banks to secure funding.
Stormwater Drainage Pipe Cleaning – The Town’s contractor Rockline Vac Systems, Inc. will be starting to clean the stormwater drainage pipes in the north end of Town in the next few weeks. They will be cleaning the drainage pipes and catch basins on Inlet Cay Drive, Spanish River Drive, Eleuthera Drive, Bimini Cove Drive, River Drive, Sabal Island Drive, Island Drive, Island Drive South, Marlin Drive, and Bonita Drive. The work should be completed by the end of November.
Fire Hydrant Damage – On October 8, 2006 a vehicle traveling eastbound on Woolbright Road went across A-1-A left the roadway, proceeded into the grass shoulder and collided with the fire hydrant on the southeast corner of the intersection. The female driver was arrested for driving under the influence of alcohol. When the vehicle hit the fire hydrant it broke off the upper portion of the hydrant. The Town’s contractor Line Tec, Inc. repaired the fire hydrant for a cost of $1,026.23. The Town will now be seeking reimbursement for this cost from the vehicle owner’s insurance company.
Town Signage – In 2004 the Town completed the installation of all of the signage on Old Ocean Boulevard. At the end of 2004 the Town decided to continue the signage project with the replacement of the rest of the signs throughout the Town. The first phase of the signage project was to replace the remaining Street Identification signs and Stop signs. The first phase of the project has now been completed. The second phase is to replace the Speed Limit, No Parking, and other misc. signs. The new style signs are sandblasted cedar with wooden posts like the signage along Old Ocean Boulevard containing a turtle emblem. The fabrication of the signs is ongoing and placement is done periodically as the signs are completed.
Road Paving – At the July 2006 Town Commission Meeting a contract was approved with Ranger Construction for the repaving of Midlane Road, Hibiscus Way and Ridge Blvd. This work is part of the Town’s road repaving program which is part of public works in the Town’s General Fund. Ranger Construction is scheduled to do the road repaving sometime during the week of November 6th.
