Memorandum Date: November 30, 2006 To: Mayor & Commissioners
From: Kenneth Schenck, Town Manager Re: Town Update – December 2006 _________________________________________________________________________________
I am providing you with brief updates on some of the Town’s continuing projects and events. Woolbright Detention Area Landscaping – At the July 2006 regular meeting of the Town Commission the bid was awarded to Mark Tomberg Irrigation and Landscaping, Inc. (Tomberg) of Jupiter, Florida for the installation of the landscaping, irrigation and fencing for the Woolbright Road detention area in the amount of $179,702.57 from the Capital Projects Fund. Tomberg has completed the installation of the plants, irrigation system and fencing that are part of the landscaping plans. They have completed the installation of the mulch and are in the process of doing the final cleanup work on the site. The landscape architect has done an inspection of the site and will provide a report with a punch list of items that need to be completed. Tomberg will be removing by hand the cat tails weeds that have grown at the bottom of the detention area. They will be also be starting the regular maintenance of the site and are providing a one (1) year warranty of the plant material. Temporary Relocation – At the July 25, 2006 Budget Meeting the approval was given for the staff to start preparations for the construction of the new Town Municipal Building. The Town Hall and Police Department will soon be temporarily relocating to two (2) portable buildings for the duration of the construction of the new building. The Town Hall will be housed in a 60 foot x 24 foot unit and the Police Department in a 72 foot x 24 foot unit. The portable buildings will be located and installed on the north side of the garage. As part of the site work for the installation of the portable buildings a temporary parking lot needs to be constructed to provide public access to the buildings. Vehicle access to the buildings will be made from the west end of the garage. The existing rock that is located in the parking area must be removed as it is not an adequate base for the paved parking area. The old wooden storage shed on the north side of the garage has been demolished and removed in order to facilitate the installation of the portable buildings. A 10’ x 25’ storage container was rented and put on the west side of garage to store the material and equipment that was is in the shed. The new piping for the water, electric, telephone and cable TV utility services was installed from east side of the property to where the portable buildings will be located. The temporary relocation should be completed in the next few months. The next step will be the demolition of the existing Town Hall and advertisement for construction bids. We are in the process of selecting a bank to secure the funding for construction.
Stormwater Drainage Pipe Cleaning – The Town’s contractor Rockline Vac Systems, Inc. is in the process of completing the work in the south end of Town. Next week they will be starting to clean the stormwater drainage pipes in the north end of Town. They will be cleaning the drainage pipes and catch basins on Inlet Cay Drive, Spanish River Drive, Eleuthera Drive, Bimini Cove Drive, River Drive, Sabal Island Drive, Island Drive, Island Drive South, Marlin Drive, and Bonita Drive. This work should be completed sometime in December.
Fire Hydrant Damage – On October 8, 2006 a vehicle traveling eastbound on Woolbright Road went across A-1-A left the roadway, proceeded into the grass shoulder and collided with the fire hydrant on the southeast corner of the intersection. The female driver was arrested for driving under the influence of alcohol. When the vehicle hit the fire hydrant it broke off the upper portion of the hydrant. The Town’s contractor Line Tec, Inc. repaired the fire hydrant for a cost of $1,026.23. On November 10, 2006 the Town received a check in the amount of $1,026.23 from the vehicle owner’s insurance company for the damage.
Road Paving – The repaving of Midlane Road, Hibiscus Way and Ridge Blvd was completed in the beginning of November by Ranger Construction. This work is part of the Town’s road repaving program which is part of public works in the Town’s General Fund. The funds for this work were from the 2005/2006 Town budget. The Town has additional funds allocated for more repaving in this years 2006/2007 Town budget. The staff will be looking at what streets need to be repaved next as part of the Town’s road repaving program.
