Town Update - April 2005

Stormwater Drainage Project - South Phase – In December 2004 the Town awarded the bid for the South Phase of the stormwater drainage project to Chaz Equipment Company, Inc. (Chaz) of Wellington , Florida in the amount of $4,189,000.00.  On March 3, 2005 the Town completed the signing of the contract documents with Chaz for the project.  On March 3, 2005 at 2:00 pm a pre-construction meeting was held with the Staff, Town Engineers and the Contractors.  This meeting was held to discuss the commencement of construction, scheduling, submittal of shop drawings, maintenance of traffic plan, and other pre-construction activities.  The Contractor (Chaz) is expected to be given the notice to proceed to start work on about April 15, 2005 .  The first area that Chaz is scheduled to start work on is the Woolbright detention area and pump station.  According to the agreement with the Contractor the project is to be substantially complete in two hundred forty eighty (248) days from the notice to proceed date.  

Landscaping – On February 1, 2005 the A Classy Cut Property Maintenance Service, Inc. (Classy Cut) of Lake Worth , Florida the Town’s new landscape   maintenance contractor starting maintaining the seventeen (17) sites throughout the Town.  Classy Cut has started to shape the landscaping up at each of the sites and the staff has seen a noticeable improvement in its condition.  Classy Cut has completed the installation of the landscaping on Inlet Cay Drive east of the Bridge that was approved by the Town Commission at the March 2005 meeting.  Classy Cut has removed a sea grape tree and a holly tree and ground the stumps in the Anna Street right-of-way.  They have done repairs to the irrigation system at Town Hall and on Woolbright Road .  The Town will be also be adding the mowing of the Anna Street right-of-way from A1A west to the Intracoastal water to Classy Cut’s contract this month. Classy Cut is also working on finalizing a plan to replant the landscaping on Woolbright Road that was damaged by the Hurricane.  

State Revolving Fund Loan – At the March Town Commission meeting the Town approved the State Revolving Fund loan agreement amendment.  According to the loan agreement amendment the Town will be able to receive an additional $1,679,076 for construction related costs for the stormwater drainage project.  The interest rate for these additional funds will be at 2.70 percent and will not change for the duration of the loan.  The total disbursable amount for the loan will now be increased to $6,106,474.  If, upon completion of the stormwater drainage improvements, the Town does not require use of the full loan amount an amendment will be made to the loan agreement to decrease the principle of the loan which in turn would decrease the loan payment amount.  On March 30, 2005 , the Town received the signed and executed loan agreement amendment back from the Florida Department of Environmental Protection (FDEP).  On March 30, 2005 a disbursement request for the stormwater drainage improvements was submitted to the FDEP.  This disbursement request is a result of the loan agreement amendment which increased the disbursable amounts for the administrative and engineering allowances.  The request is for the administrative allowance of $16,441 and engineering allowance of $136,264 for a total disbursement in the amount of $152,705.  

Town Signage – In 2004 the Town completed the installation of all of the signage on Old Ocean Boulevard .  At the end of 2004 the Town decided to continue the signage project with the replacement of the rest of the signs throughout the Town.  The first phase of the signage project is to replace the remaining Street Identification signs and the attached Stop signs.  The second phase is to replace the remainder of the Stop, Speed Limit, No Parking, and other misc. signs.  The new style signs are sandblasted cedar with wooden posts like the signage along Old Ocean Boulevard containing a turtle emblem.  The fabrication of the signs is ongoing and placement will begin in approximately one month starting from both the north and south Town limits and continue inward.  The total completion should take approximately six (6) months.    

Drainage Pipe Outfall Maintenance - The Town has hired the company of Barnacle Busters, Inc. to remove barnacles and debris from the end of the Town’s drainage pipes.  Barnacle Busters is a company that cleans the bottoms and does under water repairs of boats while they are in the water.  The staff thought that they would be a good company to perform this type of work.  Barnacle Busters has been provided a list of thirteen (13) pipes to clean which are located on Spanish River Drive , Inlet Cay Drive , Eleuthera Drive , Bimini Cove Drive , Harbour Drive North and South and River Drive .  When they have completed these thirteen (13) they will provided with a list of additional pipes to clean.  The Town has ordered a valve for the end of the drainage pipe located between 54 and 55 Spanish River Drive.  This valve will help to prevent tidal water from the Intercoastal Waterway from backing up into the drainage pipe and flooding the road.  

            Rights of way Ordinance

  A draft of the Rights of Way Ordinance prepared by Leibowitz and Associates is on file with the Clerks office.  Town Attorney Spillias is reviewing the Ordinance and will have the final draft on the May Commission meeting agenda.

A quote from Marsh USA inc. has been received and being reviewed by the Town Attorney and Town Manager.  This also will be on the May agenda.

No Trespassing Signs

No Trespassing signs have been erected at the Woolbright Construction site as per F.S.S. 810-09 (2) (d).
