Re:                Town Update – March 2005

I am providing you with brief updates on some of the Town’s continuing projects and events.  

Stormwater Drainage Project - South Phase – In December 2004 the Town awarded the bid for the South Phase of the stormwater drainage project to Chaz Equipment Company, Inc. of Wellington , Florida in the amount of $4,189,000.00.  This award was contingent upon the approval of the bidder by the Florida Department of Environmental Protection (FDEP) as part of the requirements of the State Revolving Fund Loan Agreement.  In the beginning of February 2005 the Town received a letter from the FDEP approving the selection of the bidder Chaz Equipment Company, Inc. (Chaz) for the project.  The Town is now in the process of signing the contract documents with Chaz for the project.  On March 3, 2005 at 2:00 pm there will be a pre-construction meeting with the Staff, Town Engineers and the Contractors for the project.  

Adams Road and David Lane Improvements – This is a progress report of the Adams Road and David Lane roadway and drainage improvements.  The Contractor (Chaz Equipment Company) started work on November 15, 2004 and has now completed the entire project which was within the ninety (90) day time period that was allocated for the project.  The improvement project consisted of installing a new road on David Lane , repaving Adams Road and installing new drainage pipes and catch basins on both roads.   All the improvements have been competed with a minor punch list of a few items that are still outstanding.  The total cost for the construction of the improvements on Adams Road and David Lane is $199,540.00.

Landscaping – On February 1, 2005 the Town entered into a contract with A Classy Cut Property Maintenance Service, Inc. (Classy Cut) of Lake Worth , Florida for landscape maintenance services for the annual amount of $74,450.00. The maintenance services will be performed at seventeen (17) sites throughout the Town.  The Town had used Classy Cut in the past for various jobs; the last one was trimming the trees on Ocean Avenue before last Christmas.  The Staff has been impressed with the response we have received from them and the number of personnel and the equipment available to perform the expectations of the Town.  On February 1, 2005 Classy Cut started maintaining the Town’s seventeen (17) sites.  In the next couple of months they will be working on shaping the landscaping up at each of the sites to improve the looks.  In the last month Classy Cut has trimmed all of the palm trees at each of the sites.  They will be replanting the landscaping on Woolbright Road that was damaged by the Hurricane.  They will also be planting landscaping in the Town right-of-way along Old Ocean Blvd. adjacent to Hersey Drive .   The Town will be also be adding the mowing of the Anna Street right-of-way from A1A west to the Intracoastal water to Classy Cut’s contract this month.

             State Revolving Fund Loan – The Town Commission requested the staff pursue additional funding for the stormwater drainage improvement project.  On February 14, 2005 the Town received an amendment from the Florida Department of Environmental Protection (FDEP) to the Town’s State Revolving Fund loan agreement.  According to the loan agreement amendment the Town will be able to receive an additional $1,679,076 for construction related costs for the stormwater drainage project.  The interest rate for these additional funds will be at 2.70 percent and will not change for the duration of the loan.  The interest rate for the pre-construction loan is at 3.11 percent and the first construction loan is at 2.86 percent.   The total disbursable amount for the loan now will be increased to $6,106,474.  The term of the loan is for 20-years with semi-annual payments.  The yearly payment amount of the loan will be $417,682 made in two (2) payments of $208,841 every (6) months.  The first payment of the loan will be on January 15, 2006 .  At the March Town Commission meeting the Town will be approving the amendment.  If, upon completion of the stormwater drainage improvements, the Town does not require use of the full loan amount an amendment will be made to the loan agreement to decrease the principle of the loan which in turn would decrease the loan payment amount.  

Walkover Repairs – At the February Town Commission meeting it was approved for the Town Manager to negotiate and enter into a contract for the repair of the Town’s damaged beach walkovers.  On February 3, 2005 the Town entered into a contract with V.P.H. Builders, Inc. of Boca Raton , Florida for the repair of the beach walkovers for the amount of $31,750.00.  The work consists of repairs to six (6) of the seven (7) Town owned public beach walkovers.  These include Edith Street , Anna Street , Corrine Street , Thompson Street , Porter Street and Diamond Beach .  The walkovers with the heaviest damage are Porter Street and Diamond Beach which had to be almost completely rebuilt.  As of March 1, 2005 all of the repairs have been completed.  The work will be funded by FEMA’s Public Assistance Program as part of the damage from the hurricanes.

Drainage Repairs – The Town’s contractor Line Tec, Inc. repaired a break in an old 15” corrugated metal drainage pipe in front of 63 Spanish River Drive .  The Town’s contractor Line Tec, Inc. also replaced a 40 foot section of drainage pipe in front of 76 Beachway Drive .  This old 10” corrugated metal pipe was badly corroded and was replaced with a new 10” PVC pipe.  The condition of an additional 50 foot section of corrugated metal pipe that runs under Beachway Drive will be evaluated to see if it also needs to be replaced.  The Town’s contractor Line Tec, Inc. also re-graded a swale area in the Town right-of-way in front of 52 River Drive in order to help alleviate a drainage problem in that area.   By re-grading the swale it helps for the water in the road to flow better toward the drain to the south.
