Town Update - May 2005

FDOT & Landscaping Meeting - The Mayor and Town Manager met with representatives from FDOT and the Landscaping rep that will be working on the landscaping along North Ocean Blvd.   We were told that FDOT would begin construction in March 2006 on widening the road and constructing a swale.  We were assured that any landscaping that was disturbed would be replaced.  The Mayor reminded FDOT that the ROW should be enhanced as per the original meeting two years ago.  We were assured that the Town would have input as the Construction begins.

Stormwater Drainage Project - South Phase – On April 18, 2005 Chaz Equipment Company, Inc. (Chaz) was given the notice to proceed to start work on the South Phase of the stormwater drainage project.  The contractor (Chaz) has completed the majority of the clearing of the Woolbright Road detention area.   They will be starting to excavate the area and relocate some of the remaining trees.  According to the agreement with the Contractor the project is to be substantially complete in two hundred forty eighty (248) days from the notice to proceed date.  

Landscaping – A Classy Cut Property Maintenance Service, Inc. (Classy Cut) has completed the replanting of the landscaping on Woolbright Road that was damaged by the Hurricanes.  Classy Cut has also completed the installation of additional landscaping in the Town right-of-way along Old Ocean Blvd. adjacent to Hersey Drive .  They are now working on repairing the irrigation system on Ocean Avenue .  The Town added the mowing of the Anna Street right-of-way from A1A west to the Intracoastal water to Classy Cut’s contract.  

State Revolving Fund Loan – On April 10, 2005 a disbursement check in the amount of $152,705 for the stormwater drainage improvements was received from the Florida Department of Environmental Protection (FDEP).  This disbursement request was a result of the loan agreement amendment which increased the disbursable amounts for the administrative and engineering allowances.  This disbursement was for the administrative allowance of $16,441 and engineering allowance of $136,264.  On April 15, 2005 the second disbursement request for the mechanical equipment for the South Phase of the stormwater drainage improvements in the amount of $160,141 was submitted to the FDEP.  On April 22, 2005 the executed change order to the Hudson Avenue Phase contract for the addition of the David Lane and Adams Road drainage and roadway improvements was submitted to the FDEP.  This change order was submitted to the FDEP to add the cost of these improvements to the Town’s State Revolving Fund Loan.  The new contract amount for the Hudson Avenue Phase will be increased by the change order in the amount of $199,540.  The new contract amount for this phase including the change order will be $1,014,741.50.  

Hazard Mitigation Grant Program – FEMA has made eligible $18,950,316 to Palm Beach County for the Hazard Mitigation Grant Program (HMGP) as a result of damages caused by Hurricanes Charley, Frances and Jeanne.  This HMGP provides grant funding to State and local governments to implement long-term hazard mitigation measures after a major disaster declaration.  The purpose of the program is to reduce the loss of life and property due to natural disasters and to enable mitigation measures to be implemented during the immediate recovery from a disaster.  The projects that are eligible to apply for funding include building acquisition, elevation, drainage and wind retrofit projects.  On May 2, 2005 the staff will be submitting HMGP applications for two (2) projects.  The first mitigation project is for funding for the hardened construction of the proposed new Town Municipal Building for wind protection during a hurricane or major storm event.  The second mitigation project is for funding for the Coconut Lane drainage wells and improvements.
