Town Update - September 2005

Stormwater Drainage Project - South Phase – On April 18, 2005 Chaz Equipment Company, Inc. (Chaz) was given the notice to proceed to start work on the South Phase of the stormwater drainage project.  The contractor (Chaz) has completed the installation of the 48” pipe on Ixora Way from the cul-de-sac east to Midlane Road and into the Woolbright Road detention area. The installation of this pipe was delayed several months because of a power pole at the end of the cul-de-sac needed to be removed because it interfered with the installation of the 48” pipe.  They have also installed the two concrete drainage structures that are connected to this pipe at the end of the cul-de-sac and in the detention area.  The contractor has completed the excavating of the area on the south end of the detention area for the installation of the pump station.  Forms have been constructed and concrete poured for the bottom floor of the pump station wet well.  They have also started the installation of the force main pipe that runs along A-1-A from Tropical Drive to the detention area on Woolbright Road.  The Contractor will be requesting an extension of the agreement due to the delay of the removal of the power pole.   The Contractor was originally supposed to be substantially complete with the project in two hundred forty eighty (248) days from the notice to proceed date.

The Contractor is proposing a road closure at the end of September on State Road A-1-A between Woolbright Road and Ocean Avenue.  The closure is for the installation of a pipe across A-1-A at Adams Road and also Woolbright Road.  This closure will allow local traffic only.  It is anticipated that the closure will be for one week.  This road closure proposal is pending approval from the Florida Department of Transportation (FDOT).

State Revolving Fund Loan – On September 2, 2005 a disbursement request for construction for the South Phase of the stormwater drainage improvements will be submitted to the Florida Department of Environmental Protection (FDEP).  This disbursement is for construction services of $594,157, mechanical equipment of $45,545 and technical services during construction of $22,113 for a total disbursement in the amount of $661,815.

Reverse 911 – In July, the Town signed an interlocal agreement with Palm Beach County for them to provide Reverse 911 services to the Town.  The County will provide this service to the Town for a cost of $1,500.00 per year with a three (3) year commitment.   On August 17^th, the Town staff received training on how to utilize the system.  A Reverse 911 system is a computer program that allows a law enforcement agency to quickly communicate a recorded message through their telephone lines to residents in a specific geographic area.  Reverse 911 can inform citizens of impending danger and advise them of specific steps to ensure their safety.  In addition, it can deliver information about fierce weather, utility outages, evacuations, crime alerts and investigations, fleeing criminals, or neighborhood watch programs. The program calls a predetermined list of residents with a recorded message.  This list can be determined by geographic area or by some other specific selection criteria.  The system calls each resident and plays a recorded message and if desired can be programmed to wait for acknowledgement of the call.  If the call is not acknowledged or the phone number is busy or there is no answer, the system will automatically call back at a later time.  If an answering machine is received it can be programmed to leave the recorded message or call back at a later time.  The speed of notification depends on the number of telephone numbers called and the number of phone lines used to make the calls.  It is estimated that there are approximately 1,200 telephone numbers in the Town of Ocean Ridge.  During the recent threat from Katrina, the Reverse 911 system was used by the County to advise the residents of the Town of Ocean Ridge of the mandatory evacuation of the barrier island.

Stormwater Drainage Pipe Cleaning – The Town’s contractor Rockline Vac Systems, Inc. will be starting to clean the stormwater drainage pipes in the north end of Town in the beginning of September.  They will be cleaning the drainage pipes and catch basins on Inlet Cay Drive, Spanish River Drive, Eleuthera Drive, Bimini Cove Drive, River Drive, Sabal Island Drive, Island Drive, Island Drive South, Marlin Drive, Bonita Drive and along A-1-A north of the Town Hall.  The work should be completed by the end of September.

Water Services on Osprey Drive, Dolphin Drive and Beachway Drive – Back in the early 1990’s as part of the water improvement project the Town’s contractor installed a new 6” ductile iron pipe water main in the street on Osprey Drive and Dolphin Drive.  The houses on the streets in this area were being fed from old 2” galvanized water pipe in an easement in the backyards of the properties.  The Town’s contractor also installed new meter boxes and service lines in the front of the houses that were on the old 2” pipes but at that time were never connected to the new water main.  There were 16 houses that were never connected to the new 6” water main, 4 of the houses are located on Beachway Drive, 5 on Osprey Drive and 7 on Dolphin Drive.  The houses that were still on the 2” pipe had low water pressure and lower quality water.  The Town on at least 3 occasions had to pay to repair leaks on the 2” galvanized pipe.  On one occasion, the leak was located under a tree which had to be removed.  It was only a matter of time until another leak occurred on one of the old pipes.  By switching the houses over to the new 6” water main, it improved their water pressure and quality and helps to reduce the Town’s repair costs. The Town had the opportunity to have 1/2 of the costs for the work to switch the houses over to the new 6” water main paid for by the City of Boynton Beach’s Utilities Department.  The City of Boynton Beach wanted to have the water meters in the front yard of the houses as it makes it easier to read, maintain, repair and replace the meters. The cost was $12,886 to switch the 16 houses over to the new 6” water main and to abandon the two old 2” galvanized water pipes.  It cost the Town 1/2 the total amount which was $6,443.  The Town’s contractor has now completely finished the project.
