Town Commission Meeting Summary
May 3, 2021

The following is a list of actions taken at the May 3, 2021 Regular Town Commission Meeting.  We hope this helps keep our residents informed in a timely fashion regarding Town Commission and Staff activities.

Presentations & Proclamations:
    • State Senator Lori Berman provided a Legislative Update of the recently passed bills.
    • Adopted a Proclamation recognizing May 2 through May 8, 2021 as Municipal Clerks Week.
    • Adopted a Proclamation recognizing May 2021 as Building Safety Month.
    • Adopted a Proclamation recognizing May 9-15, 2021 as National Police Week and May 15, 2021 as National Peace Officers’ Memorial Day.
    • Adopted a Proclamation affirming May 15, 2021 as Ocean Ridge’s 90th
Announcements:
  • A budget meeting will be held on June 7th at 2:00 PM at Town Hall. The next Regular Town Commission Meeting will be held on June 7th at 6:00 PM at Town Hall. The next Planning & Zoning Commission meeting will be held on May 17th at 8:00 AM at Town Hall. The next Septic to Sewer Citizens’ Advisory Committee Meeting is to be determined.
  • Town Hall will be closed on Monday, May 31, 2021 in observance of Memorial Day.
  • Please join us each month prior to the Town Commission meeting at 5:00 p.m. for the Building Official Educational Forum in the Commission Chambers at Town Hall. Details including topics to be discussed each month are on the Town’s website.
  • Residents who wish to sign up to receive important Town notifications and news through Civic Ready should sign up on the Town’s website or call Town Hall for assistance.

Regular Agenda Items:

  • Approved the Consent Agenda including:
  • Adopted Minutes of Regular Town Commission Meeting of April 5, 2021.
  • Accepted of the Revenue & Expenditure Report for March 2021.
  • Accepted of the Program for Public Information Flood Insurance Promotion Annual Evaluation Report for 2020-2021.
  • Approved of the distribution of $277,983 of Federal Fiscal Year 2020 (County Fiscal Year 2021) Edward Byrne Memorial Justice Assistance Grant (JAG) funds for the Countywide Reentry Program and the PalmFUSE (Frequent Users System Engagement) Project within Palm Beach County.
  • Approved the Building Department Logo as Presented for Exclusive Use of the Building Department of the Town of Ocean Ridge.
  • Approved Drainage Easement Agreement Between the Town of Ocean Ridge and the Property Owners of 29 Eleuthera Drive.
  • Appointed the following citizens to the Planning & Zoning Commission as Regular Members: Ric Carey and David Hutchins.
  • Appointed the following citizens to the Board of Adjustment as Regular Members: Carolyn Cassidy and Robert Sloat.
  • Directed the Town Clerk to re-advertise for the Planning & Zoning Alternate Member position.  The Town Commission will select the alternate member at the June 7, 2021 Town Commission meeting.
  • Adopted Resolution No. 2021-10: A Resolution of the Town Commission of the Town of Ocean Ridge, Florida, Amending the Adopted Schedule of Fees for Various Services and Providing for an Effective Date.
  • Planning & Zoning Commission Vice Chair Carey provided a summary of the Planning & Zoning Commission Meeting of April 19, 2021.
  • Town Manager Stevens presented the Town Manager’s report. Important information in the Town Manager’s Report may be found on the Town’s website by clicking here.
  • Agreed to mark as low priority any exploration of increasing demolition fence heights, and limiting heavy demolition equipment.
  • Congratulated Chief Hutchins on his impending retirement on August 23, 2021.
  • Scheduled a Special Town Commission for May 10, 2021 at 5 p.m. for a Closed Executive Session to discuss the Town Attorney desiring advice concerning pending litigation in the following cases:

                                            Waterfront ICW Properties LLC v. Board of Adjustment of Town of Ocean Ridge (Case No.: 2020CA014268); and
                                            Waterfront ICW Properties LLC v. Spanish Creek, LLC et al.  (Case No.: 2016CA001556) in the Circuit Court of the 15th
                                            Judicial Court, in and for Palm Beach County, Florida.

  • Chief Hutchins provided the monthly Police Department Report for March 2021.
  • Building Official Guy provided the monthly Building Department report for March 2021.
  • Denied the exploration of Employment Contract Term Limits.
  • Directed Town Manager Stevens to remove language regarding public comment from the announcements section of the Town Commission Agendas.
  • Directed Town Manager Stevens to remind the City of Boynton Beach regarding the rules and procedures for Special Events within the Town of Ocean Ridge.
  • Directed the Town Attorney to prepare an ordinance to amend the Town Code to include an administrative special exception for dune crossovers and decks, and to submit this to the Planning & Zoning Commission at its May 17, 2021 meeting for recommendation to the Town Commission.
