Budget and Regular Commission Meeting Summary 
August 2, 2021

The following is a list of actions taken at the August 2, 2021 Budget Meeting and Regular Town Commission Meeting.  We hope this helps keep our residents informed in a timely fashion regarding Town Commission and Staff activities.

  1. The Town Commission consented to the following Capital Expenditures in the FY22 Budget: Item #4 Police Department Entrance Door Including ADA Setup, Item #5 Maintenance of Town Hall Facility to paint Town Hall, Item #7 Wet Well Maintenance for Pump Stations, Item # 8 Beach Crossover Repairs; Item #9 Pump Repair or Replacement @ Tropical & Woolbright Pump Stations, Item #10(d) Bridge Repairs to Inlet Cay, Island Dr, Sabal Island Dr, Item #10(e) Sidewalk Repairs,  Item #12 Ocean Ave Street Light Replacement Program, Item #14 for capital lease option to replace 4 Town vehicles; Item #15 Commission Chambers Audio System, Item #17 Valve Can Locators, Item #18 Potable Water Valve Installation Inlet Cay Drive; Item #19 PD All Terrain Vehicle, and #20 Commercial Lawn Mower.
  2. Deferred Capital Item #10(c), Catch Basin Upgrade/Valve Replacements on Spanish River Drive, to a later fiscal year with the condition that a formal letter from the Town be sent to homeowners encouraging swales and providing other tools to relieve standing stormwater issues.
  3. Approved the Hiring of a Part-Time Building Inspector/ Plans Examiner for the Building Department.
  4. Approved the Hiring of a Part-Time employee in the Public Works Department.
  5. Requested that Town Manager Stevens provide information on the interest rate on the Town’s State Revolving Loan.
  6. Directed Town Manager Stevens to present the budget at the first public hearing with the following mil rate scenarios for consideration: 5.35, 5.45, 5.55, and 5.65.
  7. Presentations:
    • Town Manager Stevens presented Police Chief Hutchins with a plaque to thank him for his service to the Town and congratulate him on his retirement.

  2. The next Regular Town Commission Meeting will be held on Tuesday, September 7th at 6:00 PM at Town Hall and will include the first public hearing on the proposed FY22 budget. The next Planning & Zoning Commission meeting will be held on August 16th at 8:00 AM at Town Hall.  There is a tentative Board of Adjustment meeting to be held on August 18th at 9:00 AM at Town Hall.
  3. Please join us each month prior to the Town Commission meeting at 5:00 p.m. for the Building Official Educational Forum in the Commission Chambers at Town Hall. Details including topics to be discussed each month are on the Town’s website.
  4. Residents who wish to sign up to receive important Town notifications and news through Civic Ready should sign up on the Town’s website or call Town Hall for assistance.
  5. Town Hall will be closed on Monday, September 6th in observance of Labor Day.
  6. Approved the Consent Agenda including:
    • Adopt Minutes of the Regular Town Commission Meeting of July 6, 2021.
    • Adopt Minutes of the Special Town Commission Meeting of July 6, 2021.
    • Acceptance of the Revenue & Expenditure Report for June 2021.
    • Authorize Town Manager Stevens to Waive Section 3 of the Human Resource Policy & Procedures and Extend the Employment of the Temporary Dispatch Employee for an Additional Six Months to Cover an Employee Leave of Absence.
    • Approve the Palm Beach County Interlocal Radio Maintenance Agreement for a Five-Year Period and Authorize Mayor de Haseth to Execute Said Agreement.
    • Approve Lien Satisfaction for 5596 N. Ocean Blvd. #43H, Ocean Ridge, FL 33435.
    • Authorize Town Manager Stevens to Execute the Florida Blue Employee Group Health Benefit Renewal Proposal for FY22.
    • Authorize Town Manager Stevens to Execute the Proposal for Professional Services Submitted by RMPK Funding to Administer the American Rescue Plan Act (ARPA) Grant.

           14. Adopted Resolution 2021-14: A Resolution of the Town Commission of the Town of Ocean Ridge, Florida, Amending the Adopted Schedule of Fees for               
                    Various Services and Providing an Effective Date.
            15. Reduced the lien amount for 6009 N. Ocean Blvd from $162,031.18 to $116,230.28 to be paid within 30 days. If not paid within 30 days, the reduction lapses
                     and applicant will be required to pay the full amount of $162,031.18 plus interest.
           16. Adopted on First Reading Ordinance No. 2021-05: An Ordinance of the Town Commission of the Town of Ocean Ridge, Florida, Changing the Qualifying                                 Period for Town Commission Candidates to Align with State & Federal Election Laws.
           17. Deferred the Supervisor of Elections recommendation to designate the Palm Beach County Supervisor of Elections as the Supervisor of Elections for the                              Town, and also the recommendation to use the County’s Canvassing Board, until further information is provided.
            18. Approved the Professional Services Agreement with HyByrd for Building Inspection & Zoning Official Services as presented, and authorized Town Manager                       Stevens to execute said agreement.
           19. Approved a mandatory mask wearing policy for all Town employees while ride sharing or while in the Town Hall/Police Department complex unless seated                             and socially distanced from others, beginning Monday, August 2, 2021 at 8:00 p.m. in light of the new CDC guidance issued on July 27, 2021.
          20. Planning & Zoning Commission Member David Hutchins provided a summary of the Planning & Zoning Commission Meeting of July 19, 2021.
          21. Town Manager Stevens presented the Town Manager’s report. Important information in the Town Manager’s Report may be found on the Town’s website by      clicking here.
        22. Directed Town Manager Stevens to work on the renewal for the following services: Legal Services with Torcivia, Donlon, Goddeau & Rubin, and Engineering                          Services with Engenuity Group.
         23. Police Chief Hutchins provided the monthly Police Department Report for April 2021.
        24. Building Official Guy provided the monthly Building Department report for April 2021.
        25. Directed Town Manager Stevens to work with staff and the Town Attorney on the issues outlined by the Town Commission on Ordinance 2021-01 in reference                   to letter of credit for demolition, and provide recommendations for changes at the next Town Commission meeting.

THE NEXT REGULAR TOWN COMMISSION MEETING WILL BE HELD ON TUESDAY, SEPTEMBER 7, 2021 AT 6:00 P.M. AT TOWN HALL, WHICH WILL INCLUDE THE FIRST PUBLIC HEARING ON THE BUDGET FOR FY22.
